The flush cistern tank takes 12 seconds to refill entirely after every flush which was explained to you during your stay.The water image which you have displayed is chlorinated water which tends to be off-white. The hotel had conducted the overhead water tank and pipe disinfection the night before and hence what you observed was chlorinated water. This is perfectly safe and we respectfully disagree that your child had any issues with dirty water.At the Savoy, we take every guest's genuine comment with a challenge to improve.
