Along with 180 earthquake damaged citizens of Zagreb I was for 2 years placed in that city-owned "hostel" used as for now 3 years as a temporary shelter. "Hostel" has also some long term rental rooms and 12-15 persons in social need /due to fire accidents etc/. "Hostel" was closed for tourists but now is reopened still being mostly empty. Personnel does not speak English or any foreign languages. But is more occupied with hyper-syndicalist approach to their jobs also not rarely spying guests or breaking their privacy. 5th floor is permanently locked and out of use due to broken showers and furniture etc so they want to hide it. No WiFi on the 5th and the 4th floor. WC near lobby locked and you can get a key on demand not to disturb the cleaners personnel. Kitchen and meals of collective self service mensa type rather good. Still lodging and meals expensive compared to guesthouses and restaurants nearby. "Hostel" was built in 60-ies as a dormitory for workers while building the city and the building in general is not improved since yet. So sometimes you get flooding from plumb old waste water tubes to lower floor in electric supply box. Rather clean. In rooms and premises kinda military standard of furniture however showers still usable. There is hot water available. No elevators neither disabled access. Good traffic conections to the city centre. Except Arena hall for great events and several shopping malls nearby the quarter and the "hostel" is of a type of minimalist functional but boring Le Corbusier modernist dormitory dwelling and suburb is the same although some parks. If you have no other choice for stay you will survive for few days. Then pay and run away.
